La difficile situazione dell'istruzione secondaria italiana

 La situazione dell’istruzione secondaria italiana continua a peggiorare perché la recessione economica ha portato a una recessione della democrazia. Gli insegnanti in Italia si sono rassegnati dopo 38 anni di guerra di classe contro il sistema scolastico. Alla fine degli anni sessanta e all’inizio degli anni settanta, gli insegnanti e gli studenti mettevano in discussione l'autorità e si ponevano delle domande che non avrebbero dovuto fare, non stavano più semplicemente accettando tutto ciò che era stato tramandato. Era presente un eccesso di democrazia in tutta la società, anche nei sindacati. I giovani non venivano correttamente indottrinati dalla scuola. Così il sistema educativo si mosse verso un maggiore controllo, più indottrinamento, si dovevano riportare sotto controllo i pericolosi esperimenti che inducevano libertà di pensiero e indipendenza. Questa guerra contro un sistema scolastico più democratico fu avviata nel 1975 con i Decreti Delegati che autorizzavano il governo ad approvare una legge destinata a democratizzare la scuola ma che era in realtà un modo per diminuire la qualità dell’istruzione, deprimere il morale degli insegnanti e abbassare i loro stipendi. Nella logica di chi detiene il potere, le scuole devono contribuire all’indottrinamento delle élite e delle masse, per assicurarsi che abbiano le idee giuste e sappiano come servire il potere ma, alla fine del 1960, il sistema scolastico italiano è apparso fuori controllo e anche le élite cominciavano a entrare in contatto con idee radicali. Ciò doveva essere modificato, la qualità dell'insegnamento nelle scuole pubbliche doveva essere svilita, le élite dovevano frequentare scuole private che le avrebbero isolate dalla società che cambiava.
 Le élite avevano bisogno di una forza lavoro docile e sottomessa e così una istruzione pubblica di massa è stata introdotta per fare in modo che una popolazione in gran parte rurale seguisse e rispettasse le indicazioni della borghesia. Carlo Levi descrive dei figli di contadini che non imparano nulla frequentando la scuola elementare, nel Sud Italia, e che sono indotti a pensare di essere  stupidi, incapaci e che non possono capire nulla. L'insegnamento doveva essere noioso e ripetitivo. Se si toglie agli insegnanti la libertà di innovare, e li si trasforma in esecutori privi di poteri che prendono ordini, si trova il modo migliore per assicurarsi che l'insegnamento sia una ripetizione senza anima delle stesse cose. Gli insegnanti, costretti a prendere ordini, sono degradati e trattati come se fossero una macchina. La nuova automazione computerizzata dell’insegnamento è stato progettata dal sistema scolastico per degradare ulteriormente gli insegnanti e rendere meno importante la loro formazione professionale. Le politiche scolastiche hanno avuto la tendenza a emarginare gli insegnanti in modo che essi non interferiscano con il processo decisionale, l'insegnante deve obbedire e gli si chiede di insegnare ai propri studenti a fare lo stesso. Togliendo agli insegnanti ogni potere decisionale li si trasforma in strumenti di produzione privi di autonomia. Insegnanti degradati e obbedienti rendono gli studenti stupidi e passivi. Sia gli insegnanti sia gli studenti devono dimenticare i loro diritti, devono sentirsi impotenti e dire: "Va bene, sono degradato. Non c'è niente da fare".
 La televisione ha assunto il compito di educare la popolazione. Gli italiani guardano la TV più lungo rispetto alla maggior parte degli europei e molti intellettuali stranieri hanno notato che l’intensità del lavaggio del cervello subito dagli italiani è superiore a quella di qualsiasi altro paese. Provate a iniziare con i vostri studenti una discussione su Berlusconi!
 Proprio quando i Decreti Delegati sono stati approvati, il governo italiano stava costruendo un enorme debito che aveva lo scopo di minare il welfare e che avrebbe costretto i governi futuri a ridurre i finanziamenti per il sistema scolastico italiano. I governi degli anni settanta e ottanta hanno fatto in modo che il debito pubblico aumentasse per rendere più difficile, tra l’altro, il finanziamento della scuola pubblica. Naturalmente il sistema di propaganda ha invertito la causa con l'effetto e ci hanno detto che il debito era inevitabile, che è importante ridurlo, che è impossibile ridurlo e che ora dobbiamo tagliare le spese della scuola. L’insufficiente finanziamento delle scuole italiane ha lo scopo di minare una istituzione che insegna delle virtù, come la solidarietà, ostili al sistema aziendale del massimo profitto nel più breve tempo possibile. Le élite hanno cercato di ridurre l'influenza di insegnanti che chiedevano i giovani di pensare in modo creativo e che contrastavano il lavaggio del cervello proveniente dalla televisione. Chiaramente gli insegnanti dovevano essere messi a tacere e le scuole non dovevano essere il luogo in cui si svolgeva una formazione politica indipendente e aperta. La propaganda politica in televisione è diventata più raffinata e massiccia, la gente è stata indotta a credere alle informazioni distorte dalla TV e degli altri media. Solo una gamma ristretta di opinioni è stata permessa e sono state sviluppate delle strategie per assicurarsi che la scuola non avrebbe interferito con questo processo.
 Le scuole dovrebbero indurre gli studenti a essere docili e passivi. Invece di essere luoghi in cui gli insegnanti fomentano la ribellione contro l'autorità, le scuole dovrebbero insegnare l'importanza del rispetto per essa. La televisione è diventata l'ultima autorità e gli insegnanti sono stati presentati come i più tipici rappresentanti dell’odiato stato. Gli italiani odiano lo stato ancor più di quanto gli americani detestino il governo federale. L'odio per il governo onnipresente doveva essere imposto con la propaganda ai cittadini americani. In Italia non è stato necessario, vi è una lunga tradizione di resistenza passiva contro lo Stato e, al tempo stesso, di accettazione rassegnata della inevitabilità dei suoi modi oppressivi, inefficienti e burocratici. E’ stato sufficiente additare gli insegnanti della scuola pubblica come i nuovi rappresentanti del potere statale per scatenare una reazione contro di loro. La rabbia del pubblico è stata deviata e la maggior parte dei genitori non ha più smesso di agire in modo distruttivo contro insegnanti e scuole. Molte famiglie tendono a sostenere gli atteggiamenti antisociali dei loro figli e cercano di forzare gli insegnanti ad assegnare voti più alti. Quando il loro compito auto-distruttivo sarà finito, i genitori saranno messi in riga come tutti gli altri. La gerarchia scolastica dirà loro: "Ascoltate, vi abbiamo dato la democrazia e il potere e avete distrutto il sistema scolastico  e così si capisce che non possiamo permettere troppa democrazia. Noi ne sappiamo di più e voi dovete obbedire."
 Gli insegnanti sono diventati il bersaglio del secolare disgusto per le istituzioni pubbliche. Welfare e scuole sono stati demonizzati con successo. Gli insegnanti sono stati presi in trappola e l'unico modo che avevano per evitare l’accerchiamento è stato quello di rinunciare al proprio potere. Questo, naturalmente, ha portato a un drastico calo della qualità. Il passo successivo si avrà quando un dirigente dirà ai genitori della propria scuola: "Beh, cari genitori vedere quello che avete fatto al sistema scolastico con le vostre proteste e pressioni, avete distrutto il sistema, avete impedito ai vostri figli di ricevere un’istruzione decente. Siete troppo autodistruttivi, avete bisogno di una guida. Volevate avere potere nei confronti degli insegnanti e abbiamo fatto questo, possono essere licenziati come qualsiasi altro lavoratore salariato. Ma ora è necessario accettare un certo grado di terrore che insegnerà ai vostri figli a rispettare le regole e a obbedire."
 L’interferenza dei genitori con i metodi di insegnamento, e persino per quanto attiene ai programmi, ha abbassato lo status degli insegnanti. Questo è stato progettato dal sistema nell'interesse del sistema. Gli insegnanti sono degli intellettuali degradati il cui ruolo è quello di emarginare il pubblico e convincere la gente a stare lontano dal potere. Se diciamo al pubblico che gli insegnanti sono dei comunisti, e perciò dei nemici, l’insegnante tenderà a sua volta a marginalizzare i genitori e così i genitori potranno fare pressione sugli insegnanti degradando il loro ruolo e la loro funzione ancora di più. I presidi sono stati indotti ad agire in modo sempre più autocratico e a emarginare gli insegnanti perché in questo modo gli insegnanti tendono a emarginare gli studenti e i loro genitori.
 Il sistema scolastico deve favorire l’asservimento mentale in modo che gli studenti accettino il quadro di indottrinamento proposto dai media e non facciano domande. I media non vogliono che gli insegnanti interferiscano con il loro lavoro di indottrinamento. Le dottrine fondamentali che i telegiornali ripetono più volte non dovrebbero mai essere messe in discussione a scuola. Le televisioni inducono a formulare dei pensieri all’interno di una gabbia ristretta di possibilità in modo che la mente ne risulti offuscata e questo è il prerequisito di un apprendimento ripetitivo a scuola. In Italia sia la destra sia la sinistra hanno ridotto la libertà degli insegnanti e hanno diminuito il loro status a quello dei lavoratori salariati in uno stato di schiavitù virtuale. Negli Stati Uniti è possibile rinvenire la stessa tendenza: le nuove riforme scolastiche chiamate: Nessun Bambino Lasciato Indietro, sotto Bush, e La Corsa Verso l'Alto, sotto Obama, nonostante quello che i due presidenti affermano, sono in fondo molto simili e chiedono alle scuole di insegnare quanto basta a superare le prove. Questo è un modo per controllare gli insegnanti e assicurarsi che essi non si muovano in direzioni indipendenti. È un passo che impone alla scuola un modello aziendale. Gli studenti sono tenuti a conformarsi, a imparare a memoria per superare la prova successiva. Sono presenti misure punitive per tenere gli insegnanti in riga se gli studenti non ottengono un voto abbastanza alto al test. Un voto basso, tra l'altro, potrebbe significare che essi sono creativi o indipendenti. Il sistema scolastico finlandese è uno dei migliori al mondo perché gli insegnanti siano rispettati. Essi hanno l’opportunità di mettere tutta la loro energia e il loro spirito d’iniziativa nel loro lavoro. È stata data loro una buona dose di libertà di sperimentare, esplorare, lasciare che gli studenti svolgano le ricerche per conto proprio.
 Le scuole italiane hanno una struttura sempre più gerarchica e gli insegnanti si trovano al livello più basso. In pratica non hanno più potere decisionale e il Collegio dei Docenti ha perso il suo ruolo perché gli insegnanti sono indotti a votare passivamente risoluzioni rese incomprensibili dal linguaggio burocratico. Il sistema procede secondo una logica immutabile e si deve solo obbedire. Gli insegnanti hanno perso il controllo su ciò che stanno facendo e quindi sono solo dei passivi esecutori di ordini. Presidi e docenti possono sentirsi liberi perché è stata sottratta loro la responsabilità delle loro azioni. È senz’altro possibile che gli insegnanti stiano contribuendo a un nuovo regime fascista in Italia ma essi possono difendersi affermando che stanno solo obbedendo a degli ordini come hanno fatto tanti prima di loro e anche i criminali nazisti. Il fatto che le scuole tendano a imitare il sistema gerarchico e fascista delle aziende è considerato un grande risultato che spinge il paese verso una maggiore competitività.
 Maggiori controlli sui docenti sono stati accolti dagli utenti delle scuole con entusiasmo e sono stati considerati la fine dei privilegi nel settore pubblico e un segno di efficienza. Nelle aziende e nelle scuole, alcune persone che si trovano in alto prendono le decisioni e la gerarchia le trasmette fino al livello più basso che deve obbedire senza fare troppe domande. L’istituzione più totalitaria nella storia umana è una azienda. Questa è una istituzione in cui il potere è accentrato e l'autorità è strutturata rigorosamente dall'alto verso il basso. Il sistema scolastico italiano sta diventando, dal punto di vista della struttura del potere, una organizzazione fascista con una enorme influenza. Perché, in una riunione di dipartimento, dei delegati del dirigente dovrebbero dirvi che tipo di lavoro dovete svolgere? La situazione non è migliore di quella presente nel Medio Evo in cui esisteva un re da cui emanava un potere che ti indicava il tipo di lavoro da svolgere. Se si è dentro una organizzazione si prendono ordini dall'alto e li si trasmette verso il basso. Un docente dovrebbe però insegnare che ogni forma di autorità, di dominazione e di gerarchia, ogni struttura autoritaria, deve dimostrare che è giustificata e dovrebbe far capire ai suoi studenti che nessuna istituzione autoritaria può essere giustificata a priori. Le scuole sono diventate simili ad aziende e hanno acquisito un carattere essenzialmente totalitario: gli insegnanti sono stati trasformati in un ingranaggio di una grande macchina. Il capitalismo vuole che le persone siano fondamentalmente intercambiabili ingranaggi di una macchina. Le élite hanno trasformato gli insegnanti in un ingranaggio e chiedono loro di insegnare agli studenti a rassegnarsi a essere nulla di più di un ingranaggio.
 Non vi è alcun senso nel cambiare le classi in cui si insegna ogni anno. Come si può giustificare la necessità di mettere un insegnante in una classe diversa ogni anno? È solo un modo per svilire la professione, per fare in modo che gli insegnanti si sentano vittime impotenti di un meccanismo che non controllano. Il senso di insicurezza, l’impossibilità di fare progetti a lungo termine, la precarietà, l’incertezza riguardo alle classi che si avranno l'anno successivo ha lo scopo di privare l’insegnante della sua individualità. Egli è solo un pezzo intercambiabile con caratteristiche standard. Questa strategia è ben conosciuta e incrementa il controllo gestionale con lo scopo di privare i sottoposti, gli insegnanti in questo caso, delle loro qualità umane e quindi li rende più controllabili. I presidi tendono a preferire l’interscambiabilità anche quando essa riduce il livello di apprendimento degli studenti proprio perché dà loro un maggiore controllo sugli insegnanti. Docenti sottomessi contribuiscono alla propaganda indiretta riguardo a ciò che è considerata una vita "appropriata" e un "corretto" insieme di valori. Insegnanti depressi contribuiscono all’indottrinamento dei giovani perché mostrano loro che non ha senso lottare e opporsi. I potenti desiderano che si perda ogni speranza. Se si desidera che gli insegnanti siano passivi, obbedienti e sotto controllo, è estremamente importante privarli dei loro sentimenti umani.
 Vi è ora una rigida gerarchia e un controllo dall’alto verso il basso nella scuola italiana. Una gerarchia di insegnanti con funzioni esecutive e delegati del dirigente che ha il compito di controllare che la volontà dei poteri superiori sia rispettata. Lo scopo di questa ideologia è quello di tenere gli insegnanti fuori dai settori del potere in modo che non possano coordinarsi e quindi rafforzarsi. Bisogna assolutamente evitare che essi si associno e si organizzino per influenzare il processo decisionale. Lo scopo è quello di lasciare che i settori altamente integrati, quindi potenti e organizzati, possano tenere isolati gli insegnanti, un insegnante isolato non è pericoloso. Gli insegnanti delle scuole italiane temono di mettere in discussione apertamente le decisioni anche se non sono d'accordo. Un'altra strategia per demoralizzare gli insegnanti e ridurre il loro status consiste nel renderli degli esecutori completamente passivi di decisioni prese altrove. In molti casi, gli insegnanti non sono liberi di scegliere i loro libri di testo con la giustificazione che si devono adottare gli stessi libri in tutte le sezioni in modo che chiunque possa prendere in consegna la classe l’anno seguente. In alcuni casi, gli insegnanti devono utilizzare i libri che non mettono in discussione il quadro storico tradizionale indotto dalla comunità imprenditoriale. Non è una sorpresa che nel pericoloso periodo dopo la seconda guerra mondiale circa un terzo dei libri di testo nelle scuole americane è stato fornito dal mondo degli affari.
 L’intera formazione scolastica e professionale dei docenti è un elaborato filtro che lascia passare solo ciò che è conforme, le persone che sono troppo indipendenti restano fuori, sono esclusi coloro che pensano con la propria testa e non riescono a sottomettersi. Nel momento in cui gli insegnanti diventano dirigenti scolastici hanno già imparato da lungo tempo a evitare tutto ciò che può essere disfunzionale per l'istituzione e hanno completamente interiorizzato i valori del sistema. Gli insegnanti hanno sempre inconsciamente interiorizzato i valori della comunità imprenditoriale e sanno che ci sono certe cose che non si dicono e, in realtà, non si pensano nemmeno cose inaccettabili per il sistema. Tutti i presidi credono nelle cose che dicono e ce l'hanno fatta ad arrivare fino lì perché credono davvero le cose che dicono. È molto difficile vivere con una dissonanza cognitiva: solo un vero cinico può credere una cosa e dire altro, è meglio pensare che sei libero di fare quello che ti viene detto che di fare. Nessuno dice a un preside che cosa fare, ma se non sapesse che cosa fare non sarebbe considerato un dirigente di successo e la sua carriera ne soffrirebbe. Pensa i pensieri sbagliati e non sei considerato un vincente dal sistema. Così i presidi, i loro delegati e i docenti tendono a essere molto obbedienti oppure molto cinici. Quelli obbedienti si sono adattati, hanno interiorizzato i valori, pensano di essere liberi e credono a ciò che dicono, altrimenti non sarebbero arrivati così lontano. Ma ci sono anche alcuni cinici allo stato puro.
 Le scuole private sia in Italia che negli Stati Uniti hanno partecipato al tentativo di distruggere il sistema della istruzione pubblica. Le scuole private non hanno risultati migliori ma sono molto di più sotto il controllo degli interessi del mondo degli affari, sono sostanzialmente privatizzate. Il sistema educativo pubblico è sempre più degradato ed è destinato ai meno abbienti, la maggior parte della popolazione, ma parallelamente è presente una istruzione privata per i ricchi e i privilegiati. All’inizio le élite economiche avevano a cuore l’istituzione di una istruzione pubblica. Ralph Waldo Emerson ha sostenuto che è necessario educare le persone per impedire loro di tagliare la gola ai ricchi. La popolazione si metterà a caccia dei ricchi a meno che non sia istruita appropriatamente. Una istruzione gratuita genera però creatività e indipendenza e così la gente cercherà di tagliare la gola dei ricchi perché non vuole essere governata e vuole governarsi da sé. Così i ricchi hanno pensato: diamo loro un sistema di istruzione di massa che inculca obbedienza, sottomissione, l'accettazione dell'autorità, l'accettazione delle nostre dottrine. Questo approccio all'educazione allena a seguire gli ordini, anche quelli senza senso. Wilhelm von Humboldt descrive l’altro tipo di istruzione: l’insegnamento dovrebbe essere come una stringa depositata dal docente che lo studente segue a suo modo, creativamente e con indipendenza, imparando a imparare. Non importa di che cosa ci occupiamo, è importante quello che si scopre. Gli studenti dovrebbero imparare a scoprire.
 L'intero programma scolastico è tollerato solo finché continua a svolgere il suo ruolo istituzionale. Così ora la prossima mossa è quella di rendere le singole scuole dipendenti dai finanziamenti pubblici: ricevono soldi a patto che servano l'interesse di coloro che sono in alto e non saranno finanziate se smettono di servire questi interessi, finiranno nei guai. Se le scuole vogliono ottenere più soldi devono diventare più burocratiche e, soprattutto, devono soffocare qualsiasi ambiente didattico dove gli studenti stiano imparando a pensare in modo indipendente e si pongano  delle domande. La scuola nell'era tecnologica dovrebbe essere una sorta di variante di una caserma del Corpo dei Marines, in cui basta far marciare studenti attraverso un canone di "grandi pensieri" che vadano bene per tutti. Questi pensieri sono imposti a studenti che finiscono per non imparare e capire praticamente nulla.
 La crescente indisciplina degli allievi nella scuola italiana è parte della strategia volta a portare l’istruzione pubblica al livello più basso e quindi ci si può aspettare che sarà fatta richiesta agli insegnanti di elaborare metodi per imporre la disciplina e per trasformare gli studenti in automi. Secondo le élite le scuole dovrebbero fornire un servizio ideologico che selezioni gli studenti sulla base della loro obbedienza e conformità. Nelle scuole americane a nessuno importa davvero se i voti sono bassi ma se si arriva a scuola in ritardo di tre minuti si viene inviati all'ufficio del preside. I valori di questo tipo di scuola sono uguali a quelli della catena di montaggio. La cosa importante è essere in grado di obbedire agli ordini, fare quello che ti viene detto ed essere dove si deve essere. I valori sono: sarai un operaio o un professore universitario ma in ogni caso dovrai obbedire agli ordini di qualcuno e dovrai solo fare il tuo lavoro nel modo prescritto. Ciò che conta è la disciplina e non capire le cose con la tua testa. Alle scuole si chiede di premiare la disciplina e l'obbedienza e punire l’indipendenza mentale. Gli studenti non sono tenuti a pensare, essi sono tenuti a obbedire. Se fate troppe domande vi troverete in difficoltà e sarete umiliati.
 Nelle scuole italiane il test Invalsi è un modo per introdurre un sistema estremamente competitivo, perché questo è uno dei migliori modi per controllare insegnanti e studenti. L’enfasi sulla certificazione nelle lingue straniere è un altro mezzo per trasformare l'insegnamento in una routine facilmente controllabile. Tutti gli insegnanti saranno classificati e dovranno sopraffare i loro colleghi. È di importanza cruciale che gli insegnanti non provino solidarietà per i loro colleghi, è fondamentale che competano e combattano l’uno con l’altro. In caso contrario essi potrebbero anche organizzarsi e cooperare per prendere il controllo delle loro scuole trasformandole in istituzioni democratiche. Il ruolo istituzionale delle scuole per la maggior parte è solo quello di formare le persone all’obbedienza e alla conformità in modo che tutti siano controllabili e indottrinati. Finché le scuole svolgono questo ruolo saranno finanziate. Se gli insegnanti e gli studenti rompono questo schema, sono combattuti e respinti in tutti i modi.
 Nuove leggi hanno completamente privatizzato i rapporti di lavoro nelle scuole italiane. Gli insegnanti possono essere licenziati e, come al solito, questo è stato considerato un grande progresso verso la fine del privilegio nel settore pubblico, ma questo è solo un modo per spaventare gli insegnanti e fare in modo che non formino i loro studenti alla creatività e alla disobbedienza. Credo che pochissimi insegnanti osino dire quello che pensano durante le lezioni e pochi parlano della politica italiana dopo la seconda guerra mondiale. Se si fa questo si può sentire immediatamente un sentimento di ostilità nella classe. Gli insegnanti sono obbedienti perché sanno che solo in questo modo possono conservare il loro posto di lavoro​​. Questo è il modo in cui il sistema di controllo ideologico si perpetua nelle scuole. Le donne sono la stragrande maggioranza degli insegnanti italiani, penso anche più dell’80 per cento, perché si presume che il segmento più docile e controllabile della forza lavoro siano le donne ed esse sono anche le più sfruttate.

 The Plight of Italian Secondary Education is getting worse and worse because the economic recession has led to a recession of democracy. Teachers in Italy are so subdued because they have lost all hope, and this the effect of 38 years of class war against the Italian school system. In the late 1960s and early 1970s, Teachers and students were questioning authority and were asking questions they were not supposed to ask, they were not just accepting everything that was handed down. There was an excess of democracy in the whole society, even in the unions. The young were not being properly indoctrinated by the school. So the educational system moved toward more control, more indoctrination, cutting back on dangerous experiments with freedom and independence. This war against a democratic school system started in 1975 with The Decreti Delegati, a bill authorizing the government to pass school legislation meant to democratise the school but which was really a way to lower educational standards, teacher’s morale and wages. The schools was expected to contribute to the indoctrination of the elites, to make sure they have the right ideas and know how to serve power but in the late 1960s that started slipping out of hand. The school system was out of control and even the elites were coming into contact with radical ideas. That had to be changed, the quality of teaching in public schools had to be debased and the elites were to attend private schools which kept them isolated from the changing society.
 The elite needed a subdued, docile workforce and mass public education was introduced to train a largely rural population to follow instructions and obey. Carlo Levi describes peasant’s children, going through public elementary education in Southern Italy, who do not learn anything and who are supposed to think they are stupid, powerless and can’t do anything. Teaching had to be boring and repetitive. If you take away from teachers the freedom to innovate, and you transform them into powerless executors who take orders, you have found the best way to make sure teaching is a soulless repetition of the same. Teachers forced to take orders are degraded, they are treated like a machine. The new computerized automation of teaching is designed through the school system to demean, degrade and de-skill teachers and their students. School policies have increasingly tended to marginalize teachers so that they do not interfere with decision making, teacher are expected to teach their students to do the same. Taking power out of the hands of teachers has turned them into mindless tools of production. Degraded and obedient teachers make students stupid and passive. Both teachers and students are supposed to forget about their rights, feel powerless and say: “Okay, I am degraded. There is nothing I can do.”
 The Television has taken over the task to educate the population. Italians watch TV longer than most Europeans and many foreign intellectuals have noticed that the amount of brainwashing in Italy is superior to that of any other country. Try and ask your students about Berlusconi!
 Just when the Decreti Delegati were passed, the Italian government was building a huge debt which was part of a scheme to cripple the welfare system and which would have forced future governments to cut down funding to the Italian school system. They put the country so deeply in debt that there would be virtually no way for the government to pursue school funding programs any more. Of course the propaganda system inverted the cause with the effect and we were told that debt was inevitable, that it is important to pay it back, that it is impossible to pay it back and that now we have to cut down school spending. The underfunding of Italian schools was a response to the school system teaching virtues inimical to the corporate system and profit, like solidarity and care. The elite also reacted against the influence of teachers who were asking the youth to think in a creative way and who were contrasting the brainwashing taking place on the media. Clearly teachers had to be silenced and no independent and open political education should take place in schools. Political propaganda became even more prominent on television and people would only get distorted information from TV and other media. Only a small spectrum of opinions was allowed and methods were devised to make sure School did not interfere with this.
 Schools are expected to induce docility and passivity. Instead of being places where you see teachers fomenting rebellion against authority, schools should teach the importance of reverence to it. The television became the ultimate authority, teachers were presented as the representatives of all what you hate in the state. Italians hate the state even more than Americans hate the federal government. Hatred of big government had to be rammed into the minds of US citizens. In Italy it was not necessary. There is a long tradition of passive resistance against the state and, at the same time, of resigned acceptance of the inevitability of its oppressive and bureaucratic ways. It was enough to show the public teachers as new representatives of state power. The public rage was diverted and ever since parents haven’t stopped to act in a self-destructive way against teachers and schools. Families tend to back the antisocial attitudes of their children and press teacher to get higher marks for their children. When their self-destructive task is over they will be put in line like any other. The school hierarchy will tell them: “Look we gave you democracy and power and you have destroyed schools so now you understand that we cannot allow you too much democracy. We know better and you must obey.”
 Teachers have become the target of the centuries old disgust with public institutions. Welfare and schools have been successfully demonized. Indeed teachers were caught in a trap and the only way to avoid this was to renounce all power, and indeed very few students fail their school year in Italy. This, of course, has led to a dramatic decline in quality. The next step is a principal saying: “well you parents see what you have done to the school system with your protests and pressures, you have destroyed the system, you have destroyed the opportunities of your children to get decent education. You are too self-destructive, you need guidance. You wanted us to terrorize teachers and we did that, they can be sacked for any reason like any other slave-wage worker. But now you must accept a certain degree of terror which will teach your children to abide by the rules and to obey.” Parents’ interference with teaching methods, and even the syllabus, has lowered teacher’s status and this has been in the interest of the system. Teachers are debased intellectuals whose role has always been to marginalize the public, to get people away from power. If we tell the public that teachers are communist enemies, teacher will tend to marginalize parents and so parents will put pressure on teachers debasing their role and function even more. Principals have been asked to act in an increasingly autocratic way to marginalize teachers because in this way teachers will tend to marginalize students and parents as well.
 The school system has to impose mental slavery so children will accept the framework of media indoctrination and won’t raise any questions. The media don’t want teachers to interfere with their work. The crucial doctrines the news broadcasts repeat again and again should never be questioned at school. Television drums certain fixed boundaries of thought into your head, which certainly dulls the mind and is a prerequisite of repetitive boring learning at school. In Italy both the right and the left have reduced the freedom of teachers and have diminished their status to that of slave-wage workers. In the US you can devise the same trend: No Child Left Behind under Bush and Race to the Top under Obama, despite what they may claim, basically require schools to teach to the test. They control teachers and make sure they don’t move in independent directions. This is a step toward imposing a business model. Students are required to conform, to memorize to pass the next test. And there are punitive measures to keep teachers in line if students don’t get a high enough grade on the test which, by the way, could mean they are creative or independent. The Finnish educational system is one of the best in the world because teachers are respected. They put energy and initiative into their work. They are given a good deal of freedom to experiment, explore, let students search on their own.
 Italian schools have increasingly become hierarchical and teachers are at the bottom level. In practice they don’t have a say anymore and the Assembly of the Teachers (Collegio dei Docenti) has lost its role because teachers are rammed through the next vote about matters which are clad in a bureaucratic language which makes sure they do not understand anything about what they are voting. The system is set and they must obey. Teachers have lost control over what they are doing and so they are passively executing orders. Principals and Teachers may feel freer if they know they are not responsible for what they are doing, they may well be contributing to a new fascist regime in Italy but they can still say they were just obeying order as the Nazi criminals did. The fact Schools tend to imitate the fascist system of the corporations is considered a great achievement toward more competitiveness.
 More controls over teachers were greeted with enthusiasm as the end of privilege in the public sector and a sign of efficiency. In corporations and schools, some at the top take decision and the hierarchy passes them down until they reach the lowest level who must obey without asking too many questions. The most totalitarian institution in human history is a corporation. It is a centrally-managed institution in which authority is structured strictly from top to bottom. The Italian school system is technically becoming a fascist organization of enormous power. Why should the principal’s delegates in a department tell you what kind of work you are going to do? It isn’t any better than in the Middle Ages when you had a king telling you what kind of work you were going to do. If you are inside the organization you take orders from above and transmit them down. But a teacher should be teaching that every form of authority and domination and hierarchy, every authoritarian structure, has to prove it is justified and he should tell his students that it has no prior justification. Schools have become similar to corporations and are essentially totalitarian in character: teachers have been transformed into a cog in a big machine. Capitalism basically wants people to be interchangeable cogs in a machine. Teachers are a cog teaching students to be a cog.
 There is no sense in changing classes every year. How can you justify the need of putting a teacher in a different class every year? It is just a way to debase the profession, to make you think you are a powerless cog. A sense of insecurity about the classes you are going to teach the following year is designed to make you feel you are interchangeable. It enhances managerial control which makes teachers more inhuman and therefore more controllable. Principals tend to select automation even when it cuts back on learning standards just because it gives them more control over their teachers. Subdued teachers are another aspect of the culture which makes indirect propaganda about what a “proper” life and a “proper” set of values are. Depressed Teachers are part of the indoctrination of the young. It is extremely important to drive human sentiments out of teachers if you want them to be passive, obedient and under control.
 There is now a strict hierarchy and a top-down control in Italian schools. A hierarchy of teachers with executive functions and the principal’s delegates are supposed to control that the will of the powers above be respected. The point of this ideology is to prevent teachers, who are outside the sectors of coordinated power, from associating with each other and entering into decision-making. The point is to leave the powerful sectors highly integrated and organized, while atomizing everybody else. All teachers in Italian schools are afraid of openly questioning the decisions they don’t agree with and sometimes even don’t understand. Another strategy to demoralize teachers and reduce their status consists in making them completely passive executors. In many cases, Teachers are not free to choose their textbooks with the excuse that they have to adopt the same books so that anybody can take over the next year. In some cases teachers have to use books which don’t question the mainstream framework induced by the business community. It is not a surprise that in the dangerous period after World War II about a third of textbooks in American schools were simply provided by business. The amount of bias of Italian textbooks seems incredible if you assume an independent viewpoint.
 The whole educational and professional training of teachers is an elaborate filter, which just weeds out people who are too independent, who think for themselves and don’t know how to be submissive. So by the time teachers become headmasters they have learned to avoid being dysfunctional to the institution and have internalised the values of the system. Teachers have always internalised the values of the business community and they know that there are certain things you don’t say, and in fact, you don’t even think about them anymore. All head teachers believe in the things they say and they made it through because they do. It is very hard to live with cognitive dissonance: only a real cynic can believe one thing and say another, it is better to think you are free to do what you are told you must do. Nobody tells a head teacher what to do but if he didn’t know what to do he wouldn’t be considered a successful executive and his career would suffer. Think the wrong thoughts and you are not a successful member of the system. So head teachers, their delegates and simple teachers tend to be either very obedient or very cynical. The obedient ones have adapted, they have internalized the values, they think they are free and believe what they are saying, otherwise they wouldn’t have made it that far. But there are also some plain cynics.
 Charter schools both in Italy and in the U.S. have been part of the effort to destroy the public educational system. They don’t have any better outcomes but they are much more under private control, essentially privatized. The educational system is being degraded for the general population but you have a private education for the rich and the privileged. At first business elites were interested in public education. Ralph Waldo Emerson speculated that you must educate people to keep them from rich people’s throats. Unless the mass of the population is properly educated they will come after the rich but a free education engenders creativity and independence and so people will come for your throat because they won’t want to be governed. So the rich thought: let’s have a mass education system that inculcates obedience, subordination, acceptance of authority, acceptance of doctrine. This approach to education trains you to follow orders, even meaningless orders. Wilhelm von Humbold described the other type of education: it should be like laying out a string that the student follows in his own creative and independent way, learning how to learn. It doesn’t matter what we cover, it matters what you discover. Students should learn how to discover.
 The whole school curriculum is tolerated only so long as it continues to perform its institutional role. So now the next move is to make single schools dependent on public funding: as long as they serve the interest of those sitting above they’ll be funded, if they stop serving those interests, they’ll get into trouble. If schools want to get more money they have to become more bureaucratic and, above all, they must stifle any teaching environment where students are thinking independently and are asking questions. Education in the technological age ought to be some sort of variant of Marine Corps in which you just march students through a canon of “great thoughts” that are picked out for everybody. These thoughts are imposed upon students and they end up knowing and understanding virtually nothing.
 The growing pupil indiscipline in Italian schools is part of the scheme to bring the public institution to its lowest level and then you can expect them to ask teachers to devise methods to impose discipline and to turn students into automata. Schools are supposed to provide an ideological service selecting students for obedience and conformity. In American schools nobody really cares if your marks are low but if you come to school three minutes late you are sent to the principal’s office. The values of this kind of school are the same as those of the assembly line. The important thing is to be able to obey orders, and do what you are told and be where you are supposed to be. The values are: you are going to be a factory worker or a university professor but anyway you are going to be following somebody else’s orders and just doing your work in some prescribed way. What matters is discipline and not figuring out things for yourself. Schools are being asked to reward discipline and obedience and punish independence of mind. You are not supposed to think, you are supposed to obey. If you ask too many questions you are going to get into trouble and you are going to be beaten down.
 The Invalsi test in Italian schools is a way to introduce an extremely competitive system because that is one of the best ways of controlling people. Emphasis on foreign languages certification is another means to transform teaching into an easily controllable routine. All teachers will be ranked and will have to beat down the colleague next to them. It is crucial teachers do not feel solidarity, it is crucial they compete and they fight each other otherwise they could even seize control of their schools transforming them into democratic institutions. The institutional role of the schools for the most part is just to train people for obedience and conformity, and to make them controllable and indoctrinated. As long the schools fulfil this role they will be supported. If teachers and students break out of line they are weeded out or beaten back in all kinds of ways.
 New bills have completely privatized the working relations in Italian schools. Teachers can be fired and, as usual, this was considered a great advancement towards the end of public sector privilege but this is just a way to scare teachers and make sure they do not train their students for creativity and disobedience. I think very few teachers dare speak their mind or pick up Italian politics after World War II during their classes, if you do that you can feel the bad vibes starting. Teachers are obedient, that is how they got there. This is how the ideological control system perpetuates itself in the schools. Women are the vast majority of Italian teachers, I think even more than 80 per cent, because it is assumed that the most docile and controllable segment of the workforce is women and they are the most exploited too.
